Altered male, just over 10 months old, has a profusion of extra fur
and loose skin on his rear underside, between and forward from his
hind legs; kind of hangs down, like if he was a cow, then there you'd
milk him but a bit more forward. Otherwise, apparently healthy, happy,
and beautiful. Any ideas / comments most welcome ....

My cat had a relatively large belly that increased (hung more) at the
location you're describing after he was castrated. The vet stated at
the time that it was an excess of hormones due to castration. It had
cow-like features, but could also be described as a floor sweeper (if
it hung slightly more).

Is the cat sensitive at this location? My cat never allowed me to put
my hand there, but when he was in my arms he never minded when I put my
face there.

After castration, the belly never went away. He was healthy and happy
and beautiful for 11 years afterwards.

I think you are describing a "spay sway" (primordial pouch), which is common
in cats and nothing to worry about. One theory is that it gives cats extra
protection when fighting, but it does seem to develop in a lot of cats after
spaying (thus, the name). As I said, it's nothing to worry about -- as long
as you are sure it's not an overweight cat.

"Chester" doesn't mind our checking it out by hand. It's not
sensitive, is symetrical sise to side, and with no lumps or nodules
etc. (Yeah, "floor sweeper" - hey, hey!)
