cat - HELP: Friend in Taiwan needs help with tiny stray kitten

Hi all:

A friend of mine has rescued a tiny stray kitten - only 3 or 4 weeks.
She has three concerns: feeding, worming, and constipation. If any
of you have any insight, I'd appreciate it! I'll also call the TED
late tomorrow and see what he says. We are travelling and out of town
until then. In the meantime, I can tell my friend to check here.
Excerpts from her e-mail follow:

I am a little worried about her, not sure how much I already told you:
I am a little hesitant to take her to a vet since before I had a cat
here killed (I think) by an unscrupulous or stupid [not sure which]
vet -- a kitten that needed to be wormed. It was horrific. That was
over a decade ago but bad vets are still a problem I'm told.

She needs to be wormed, for sure. I have worm medicine. She has
roundworms (that is typical here -- should say "I assume she has
them" -- never heard of a feral cat/kitten than didn't). But, I have
no idea how much she weighs and I dont' knwo how old she is. I am
concerned about giving this medicine to a kitten who is too young, or
about giving her an overdose. I found the proper dosage per weight on
the web but I don't know how young a kitten can safely have it. On the
other hand, if she has worms for too long that can hurt her too.
The pills are piperazine adipate and the dosage I found was 0.86g/lb.

In the US it would be easy -- we would already have been to the vet.
Dog vets are pretty easy to find here but like I said, unscrupulous
vets abound and I have so far been unable to find one who treats cats
and comes highly recommended.

I think I may try to figure out her weight and give her worm medicine
tomorrow. Based on her development so far I think she may have been
about 3 weeks or more (at least 3 weeks) when we found her, so she is
probably a month now.

I know that cow milk is not the best thing for kittens (like my
babies, kittens are not baby cows) but there is no 'kitten formula'
here and in a non-dairy culture I think we're doing pretty good
to get milk for her at all.

Speaking of ****, I would like for her to ****. Everything I ahve read
says taht the problem with cows ilk is diarrhea and dehydration, so
why isn't this kitty pooping, why is she constipated? Maybe it's
worms. her belly is puffier than I'd like (but not badly swollen)

Thank you all - my friend is trying hard to help the kitty but with
limited vet resources in this city. Any advice would be greatly
appreciated.
