I'm sorry that I don't have any suggestions for you but I hope she snaps out
of it soon. My brother and SIL had a similar problem and it arose because
the dominant cat would harass the less dominant one around the litterbox.
The less dominant one was not allowed to use the litterbox. They had to
keep them separate when no one was home so that the little one could do her
business in peace.
