I made window seats made of wood (painted) that are screwed into the
window frames. Bird feeders are not allowed here. I have a variety of
toys: the feather, the fishing pole, the wire with cardboard thingys.
He isn't that interested. But we do use them. He also has a lot of
different balls, mice, assorted toys which appear and disappear. I
alternate them. He is not interested in catnip or television.

Also, he does get time in the hallway every day. He explores. It's an
inner hallway. He cannot get outside. He looks around and then lays at
the door. The apartment is only about 400 sqare feet. We are talking
tiny.

Get a floor to ceiling cat tree. I have a couple of them. I also have a
utility cart in front of a big window so they can look out and then I have a
bird feeder in front of that window. Get some interactive toys like feather on a stick toys and play with the cats.
