Feeding Strays

Does anyone know if there is a law against feeding strays in the NY
metro area?A friend of ours has been caring for three adult strays,she
trapped them had them neutered and released them near her home and has
been feeding them.A neighbor is theatening legal action because they
sleep on his lawn furniture and mess in his garden.

There's this woman name Debbie in Springfield,Mass who does the same
thing except she gets permission from home owners to put these tents [
If that's what they're called.] She also has these traps and puts food
inside to entise the cats-but she only does ferral cats. In return
she'll leave you a bag of cat food some times dog food. There are
permission papers tht have to be signed because if you own a house &
give permission you are also responsible for her stuff. I doubt if many
ferral cats would fall for the trap but I could see people who have cats
who aren't fixed taking advantage of this. Put your cat in the trap &
make sure the trap closes & have the owner of that house call this
person up to pick the cat up & get that cat back in a day or 2.
