Apparently your cats were considered a nuisance by the neighbor so I
will assume they were outdoor cats. I would suggest you talk nicely to
the neighbor, tell him that if he returns your cats to you will make
your cats indoor cats or keep them in until you fence your yard in such
a way that the cats cannot get out of your yard, and then keep your
word.

"Concerning all acts of initiative (and creation), there is one
elementary truth the ignorance of which kills countless ideas and
splendid plans: that the moment one definitely commits oneself, then
providence moves too. A whole stream of events issues from the decision,
raising in one's favor all manner of unforeseen incidents, meetings and
material assistance, which no man could have dreamt would have come his
way."

Stealing a cat is a crime, When you get the cat back, have them arrested
and press charges. Say what you can to get them back, then have them
arressted, you should not have to agree to blackmail.
