Are you putting on some kind of cream or bathing with a soap that maybe
attracts him?
If you have thin skin and it irritates do not allow him to do it.
Whether he senses you need him I don't know, but you seriously don't need
a cat tongue rasping at thin skin whatever his motives.

My strategy in this situation is to vigorously start "cleaning" him -
petting him with enthusiasm and he'll forget about his need to clean me.
And no, I haven't changed anything smell wise - I think it's *his* strategy
to get me to pet him.
