Well, they've tried wrapping tails in the UK and Europe -- unfortunately, the wraps get caught in the heavy brush. If the wrap is thin enough that it doesn't get caught, it gets shredded along with the tails. How about some kind of doggie pants, or doggie diaper, where the tail would be kept inside the pants?
