How to keep a Water Bowl from freezing?

I've been reading this thread, but all the suggestions seem to require
electricity. I'm in an apartment with no way to do outdoor electric,
and I sure can't leave a window open to run a line outside! I feed
strays and ferals, and worry about the water freezing in the winter --
I change it several times a day, but there are still times it freezes.
Is there anything that is *not* electrical that can help keep the
water warm enough to keep it from freezing?

Just a stray thought. . .what about those disposable foot and hand
warmers? The orange ones that deer hunters use. I haven't priced them,
but would imagine you could use one per day during only the really
cold days--think they last 8 hours or more. You could put a smaller
bowl inside a bigger bowl and put the warmer under the smaller bowl.
