Whatever you decide, you must at least teach them their property (with a leash and harness), so that they will know where they live in case they get out accidentally due to burglary, fire, visitors, etc. We get so many flyers here looking for lost indoor cats it is heartbreaking. You need to do two things for your kitties to enjoy the outdoors: enclose them so that they cannot escape and nothing can get in to them, and supervise them. I think I would go with a tall "invisible" kind of fence around the periphery of the garden, and I still would only let them go out when I am out there working or relaxing.
