Default [OT] Um, Mipple-Stipple??

This will probably be as baffling to non-US residents as it is to
me, and possibly to many US residents as well.

Someone I know made reference to "the Mipple-Stipple area", which was
so weird sounding that I decided to google it. I got a few references,
but no explanation. I'm gathering from context that it's referring
to the "Twin Cities" area of Minneapolis-St. Paul, Minnesota.

Am I right? If so, what is the story behind that moniker?

If I'm wrong, does anyone know what it does refer to?

Take a few letters from Minneapolis-St. Paul and you get Mpl-StPl.
Say it out loud.

I think it refers to a type of exotic body modification.

It's been done! I've seen a program about a guy - don't remember which
channel it was on - who was transforming himself via tattoos, implants
and other surgeries into some sort of feline-appearing being. He had
stripes, long whiskers, a tail, "fangs" (ie, feline canine teeth), and
was still in the process of modifying himself further. It was probably
one of those "extreme makeover" shows.

Now that's a guy with a weird obsession and a whole lot of discretionary
income!
