As soon as I saw the subject line of this post, I knew it was going
to be something in Japan. I vaguely remember hearing about "cat cafes"
in Japan before. I imagine, the population being very dense in many
Japanese cities, that a lot of people live in apartments, and some
percentage of those are not allowed to have cats. So that creates a
market for something like this, I'd guess.

As I was reading this, I was thinking that we already have something
like this in the US - it's called an animal shelter. You can go there
and pet cats, play with them, groom them, feed them, and generally
get a kitty fix. Of course, the down side is that the surroundings
aren't nearly as homey as they are in the cat cafes. You're standing
in front of a row of cages. No carpets or comfy chairs. And the place
probably has an odor of kitty litter, mixed with the smell of stale
cat food. Also, volunteers are probably expected to clean the cat cage
and change the litter, along with doing the fun stuff like petting
kitties and playing with them.

On the up side, though, it's free. And the shelter workers will really
appreciate you being there. Most of all, the cats really need it!!

(BTW, I have nothing whatsoever against the cat cafe idea. It sounds
lovely. If I ever manage to travel to a Japanese city, I'll make a point
of going to one. I just thought I'd point out that there are other ways
to get a cat fix if you can't have your own cat. But while I'm on that
subject, I think it would be even better to proselytize in favor of
building owners allowing their tenants to have cats!!)
