Default constant licking

I know a cat that constantly licks himself; making himself bare skin in
areas and now getting a little raw. He's had medical tests and nothing
shows up. At one time he was put on a medicine that made him sluggish and
almost inactive( plus a weight gain). His family really don't want to go
that route again. Any ideas or experiences that have worked for you.

any chance he is bored? or possibly over stimulated.
What kind of medical tests were run? does the cat go outside? How old is
the cat? Did the vet suggest food allergies and a possible change of food?
What meds was he put on, did it stop the licking?

He's stressed. Mine does that when a new cat comes in. That's why I quit
fostering. He chewed his inside front leg raw when our last stray showed up,
but as she integrated into the household, he quit.
Is something different at your house?
