It seems Animal Control does keep records of the chips along with the
records of the adoption, at least according to a cat rescue organization
I've been dealing with.

It seems that once you adopt a cat the whole neighborhood has been
feeding, every stray cat that's found will be brought to you.

They brought me a black kitten Friday. Events are pending on him,
though.
