People" that will allow users to create petitions. When a petition has
5,000 supporters, it will be submitted to the administration for review.
We hope the first petition to reach that threshold will be a proposal to
help homeless dogs and cats. With the help of spay-and-neuter guru Bob
Barker, a petition has been started asking President Obama to push for a

While I certainly agree that there need to be stronger laws to address the
issue of pet over-population, I have a hard time imagining how such laws
would be enforced at the federal level. I mean, the USA has a nearly fifteen
TRILLION dollar debt (not to mention over a hundred trillion in unfunded
liabilities).... Where would the funds come from to create and maintain yet
another federal agency? Assuming one could be funded, however, would you
really want to have the FEDERAL government breathing down your neck over
your PETS?!?!? As if it hadn't already overstepped its constitutional limits
by about a million percent.

I agree there are some "problems" with this "petition", I don't think
there will ever be a "federal" law stipulating all pets
purchased/adopted be sterilized - it would bankrupt too many small
community shelters as they don't spay/neuter as they don't have the
funds, if they were to spay/neuter, they would probably have to pass on
the cost to the community in the raising of adoption fees, which would
have the affect of lowering the adoption numbers. It's a catch-22
situation.

This is just a way to bring to the attention of the "powers that be" the
problem of pet overpopulation and the need for people to spay/neuter
their pets - and that these people are not on their own; there *is* help
out there in the form of rescues and financial assistance, in addition
to low-cost spay/neuter facilities.

It is a nice dream, one of animal shelters having to close because of
lack of animals to shelter (not because of lack of funds!), but that's
all it is, a dream.

I went there and saw nothing pertaining to animals or pets. What is the

AMEN!!!!! Most animal shelters already require spaying and neutering as
part of the adoption procedure (and they are in a position to enforce
it). Breeders of pedigreed animals are the least of the problem, since
their livelihood depends upon placing their "products" in homes (and
many insist upon spaying and neutering of all but animals intended for
show/breeding). That leaves the "puppy mills" which seem to bypass
existing regulation, so why would they be any more cooperative to
Federal regulation that would most likely be toothless (judging by how
the various "endangered species" measures are enforced)?
