I got some bad news on my end. My lawyer sent me an email late last night.
He basically said that it is a damn if you do and damn if you do situation.
Since loan is thru the small business bureau they can require you to have
the insurance. If it was thru a bank or other financial institute you could
get a cosigner or a possible lift on it since it for disaster recovery.
Since there is no one insuring he does not have an answers for that area. He
also said that FEMA was offering low interest loans to rebuild.
He did suggest maybe it was time to move on elsewhere since they could get
that amount of loan there they could get it elsewhere. He also said to
check with the commission of insurance where every they were staying and
also to check with disaster recovery for the state they permanently reside
in. He also said he would research on the web there were state agencies and
federal agencies offering help for those who could afford the loans. It may
take a while for him to get back to me.

I sent a thank you to him and let him know that your family was rebuilding
there as far as I know.

I am sorry Catnipped I was hoping he had some ideas or people to call . If
they were in Florida they could hook up with LAST CHANCE a state insurance
company that will insure anyone in Florida. ( you just pay out the a@@ )
