Bill retained testicles is linked with a higher risk of cancer - removing them is best for the health of the cat. A sterile cat will still exhibit the unpleasant behaviors associated with hormones (spraying, etc). Neutering will be better for the health of the cat and the sanity of the owners - just do it!
