As I recall, you should usually spell out numbers, not just write the
digit(s). There are exceptions: it is common usage for a newspaper

headline
to write "Budget Surplus is $372 Billion" rather than "Budget Surplus is
Three Hundred and Seventy Two Billion Dollars".
