Default Moody cat

I have recently adopted two 2 year old cats (bother and sister) from a
cat rescue center. The sister is very shy but is affectionate and a
good pet. The brother however is like a wild animal, he doesn't really
like being stroked, he hardly ever purrs, and the only interaction he
likes is chasing things that I throw for him. He likes this so much
that he can spend hours playing, which is nice but if I stop then he
ends up chasing and fighting his sister and being generally disruptive.
They are both neutured and are still being kept indoors. Is there any
way I can make the him a bit more affectionate and a bit less "Wild".
Maybe he'll calm down when I let him out.
