Default Cat with persistent congestion

I rescued a stray 15 days ago. She had a bad Upper Respiratory
Infection with discharge both from her eyes (a little) and nose
(really ugly) and open-mouth breathing. The vet put her on Clavamox
for systemic treatment. Her discharge remained yellow/green so after
five days I switched her to Baytril. Within two days, the discharge
color changed to clear and within five days completely subsided. What
is left now, after ten days of treatment with Baytril, is open-mouth
breathing. When she does try to breathe through her nose I can hear
her two rooms away. I've added chlorpheniramine for the past five
days, but it doesn't seem to bring much relief. I'd really like to get
her over this so I can release her into the general population, as she
is feeling pretty lonely in the isolation room.

I'm taking her to the vet tomorrow but would appreciate
suggestions/options I can discuss with the vet (my vet is very open to
discussing different options, in particular in view of keeping the
costs managable for the rescue).

Thanks!

Place the cat in a small room with a vaporizer. In addition,
try squirting some saline mist into the cat's nostrils.

Has the cat been FIV FeLV tested? We've had a lot of cats (too many) rescued
recently with URI that tested +

we often use zithromax (.1 cc per 2lbs of cat) for URI and for bad cases of
URI, we zithromax in combination with baytril.

Yes, I always run an FIV/FeLV test first thing. Turns out she had a
huge polyp and all is well now after the surgery. Let's hope the vet
got it all out so it won't regrow. Thanks for everyone's tips and
thoughts.
