Default Significance of tail 'flicker' in tomcat?

An intact tomcat holds tail straight up and briefly gives it
a 'flickering', ondulating motion, kinda like a candle flame in the
wind.

Does it mean that he is spraying?

you mean putting his scent out?
You dont mean "spraying"

cats have scent glands all over their bodies

paws, lips, jaws, tails, you name it!
